Australian Investment Climate Poor: Rusal
Rusal, the Russian aluminum giant, has claimed that business climate in Australia is not conducive anymorefor the mineral processing industry.
“The industry in Australia is faced with development hurdles that pose significant obstacles for investment,'' said Rusal President Director forAustralia, John Hannagan, as quoted by The Australian, today.
The hurdles, among others,include the previous Labor government’s carbon tax and a renewable energy target initiatives, could harm Australia’s key advantage in minerals processing and competitive energy.
The Labour Party, now in opposition, has stated that it would reject the repeal of the carbon tax. According to Mr. Hannagan, the renewable energy target would burdenthe aluminum industryas much as Aus $ 80 million, or nearly Rp. 900 billion.
Tough market conditions have seen Rio Tinto announce the closure of its alumina production in Gove, Northern Territory, followed by Alcoa who close its smelter in Point Henry, Victoria. High factories construction costs and skyrocketinglaborcostshave also put future investment at risk.
“As a global commodity business Rusal looks for investment opportunities in all areas of its business units and makes those investment decisions on the basis of risk weighted capital return. Against that yardstick, investment conditions for the aluminium sector (bauxite mining, alumina refining and aluminium smelting) in Australia are extraordinarily difficult,’’ explained Mr. Hannagan.
Rusal is the world’s biggest aluminium producer with almost 10 percent of the global aluminium output. In Glandstone, Queensland, Rusal partners Rio Tinto in processing alumina. The Australian carbon tax is costing them approximately US$ 25 million a year. This has prompted Rusal to explore for new investment opportunities in Indonesia.It has formed a partnership with Indonesia’s Arbaya Energi to build an alumina processing facility in West Kalimantan.
